I suspect the Chinese have a -BIG- chunk of it now and are using it to get in the space business. Just so long as they stop littering mid-earth orbit with shattered satellite bits (and being majorly threatening in the doing of it)... However... We, as the US, have the most money, but we need it to be Planet Earth exploring our Moon. I know that robots can do so much and cheaper and more safely. But the public isn't as intrigued by that. They want people up there even though that carries a much higher risk. There isn't a good scientific justification for it. I hope that it will be us together as a planet.
